A claim for restitution filed by Pennsylvania's attorney general caused a last-minute delay in the sentencing of
Merck & Co. (MRK for its violation of a federal drug law in connection with its marketing of former painkiller Vioxx.

At a hearing Friday in federal court in Boston, U.S. District Judge Patti Saris delayed Merck's sentencing until April 19 to allow for more time to consider the Pennsylvania claim. Merck was originally scheduled to be sentenced Friday.

Merck, of Whitehouse Station, N.J., agreed in November to pay $950 million and plead guilty to a misdemeanor charge of marketing a misbranded drug, to resolve government allegations that the company illegally promoted Vioxx and deceived the government about the drug's safety.

The government alleged Merck promoted Vioxx for treatment of rheumatoid arthritis before that use was approved by regulators. A portion of the $950 million settlement also was to resolve parallel civil allegations that Merck made false and misleading statements about Vioxx's safety, causing government health programs to pay for the drug's use. Merck denied the civil allegations.

Merck had withdrawn Vioxx from the market in 2004 after a study showed it increased the risk of heart attacks and other cardiovascular events.

The proposed November settlement was to resolve claims by the U.S.
Justice Department, more than 40 states and the District of Columbia.

But last week, the Commonwealth of Pennsylvania filed a so-called victim impact statement with the court. Pennsylvania's attorney general office argued that Judge Saris shouldn't impose a sentence unless Pennsylvania obtains restitution for
Medicaid payments allegedly resulting from Merck's criminal misconduct, according to a court document filed by the U.S. Justice Department.

Pennsylvania is continuing to pursue Vioxx-related claims against Merck in proceedings coordinated by a federal judge in Louisiana, according to the Justice Department.

The Justice Department argued that Pennsylvania therefore has a forum to pursue its claims, and it shouldn't hold up the sentencing in Boston.

Merck also urged Judge Saris to decline Pennsylvania's application for restitution because it would delay distribution of the settlement money to participating states.

In a written statement Friday, Merck said: "Through a last minute request the Commonwealth of Pennsylvania has attempted to derail an agreement already reached in good faith with the federal government, 44 other states, and the District of Columbia. There is no legal foundation for the Commonwealth's claim in this court and Merck will vigorously oppose it."

The Justice Department said Pennsylvania was allocated $4.5 million for alleged Medicaid losses under the $950 million settlement. States had the choice of either accepting their allocations or initiating or continuing litigation against Merck.

21 Jump Street (15
(Phil Lord, Chris Miller, 2012, US Jonah Hill, Channing Tatum, Brie Larson. 109 mins.

As with comic books, now that all the big titles have gone, it's down to TV's B-list to feed Hollywood's appetite for ready-made movie concepts.
Based on the show that first traded on Johnny Depp's youthful good looks, it stars Hill and Tatum – a great odd-couple anchor – as two low-flying cops who are sent back to high school to infiltrate a drugs ring. The premise is an almost pitifully obvious excuse to aim for broad-appeal paydirt with a mix of fratboy crudity, teen-movie romance and crime-flick action, but for all the box-ticking, it has intermittently hilarious results.

Contraband (15
(Baltasur Kormakur, 2012, US Mark Wahlberg, Kate Beckinsale, Giovanni Ribisi. 110 mins.

Mark Wahlberg sticks to what he's good at, which is muscled, breathy and slightly high-pitched posturing in a brooding action thriller. Here he plays a smuggler lured out of retirement for one last job, carrying counterfeit bills out of Panama City.

We Bought A Zoo (PG
(Cameron Crowe, 2011, US Matt Damon, Scarlett Johansson, Thomas Haden Church. 119 mins.

Crowe brings his hard-to-resist sentiment to bear on this story of an LA hack (Damon who buys a rundown zoo after his wife dies and tries to get it up to legal standards. A fluffy, melancholy romcom.

Once Upon A Time In Anatolia (15
(Nuri Bilge Ceylan 2011, Tur/Bos-Herz Muhammet Uzuner, Yilmaz Erdogan. 158 mins.

Ceylan's latest is his most ambitious yet, a slow-burn procedural as an arrested man searches in the Turkish wilderness for the body of a man he is said to have killed. It's long, rigorous, with many loose ends, but rewarding for those brave enough to take the challenge.

Booked Out (12A
(Bryan O'Neil, 2012, UK Sylvia Sims, Mirren Burke, Rollo Weeks. 86 mins.

Small-scale Brit movie about a lonely illustrator. Tries to be a charming homegrown Amelie, but resembles more a goofy US indie.

Rosario Dawson's acting break came when she was just 15, in Larry Clark's troubling film Kids. She's built a thriving career since, but it's her work as a political activist that sets her apart

Rosario Dawson is not like other Hollywood actors. Consider this: she's 32, and in her 20s decided she'd had enough of being judged on her looks, so took to wearing enormous sweatshirts to auditions.

"I'd perform my ass off, and the casting directors would be like, 'You are perfect for this role, but can you wear something a little less shapeless?'" Her manager would bargain with her. She could wear a roll-neck jumper, he said – but could it at least be a fitted one? "I'm like, 'Ugh, fine', but these stupid conversations needed to be had, because unfortunately, don't believe what they tell you, there's very little imagination in Hollywood." She hoots with laughter.

It annoyed her when casting directors asked to see her in more revealing clothes, she says, because she was naked in the film Alexander, "so go to any crazy, sick website and you'll be able to look at it in slow motion if you like". Does that bother her? "No, not at all, my point being: then don't complain, 'We don't know what she really looks like.' Are you kidding?! Do your research. 'She looks a little fat right now'," she says, recalling a message that filtered down from some rotten, deluded film executive. "Really? They're called breasts … There was definitely a period for a couple of years where I rebelled against it. It probably cost me a lot of really big jobs, but I was just so angry."

I had been worried Dawson would be too tired to talk properly. Earlier in the day, she had called to put the interview back two hours, pleading jetlag, her voice full of mid-Atlantic grogginess. But she arrives at the Guardian on foot, poses quickly for a photo, sits down and she's away, words tumbling out.

She's been a women's activist for years, and I realise how steeped she is in feminist argument when she talks about how public-sector cuts are affecting women in the UK. (Dawson has a flat in London, but this still takes me aback. She's active in all sorts of ways – she's a long-time volunteer with a girls' club where she grew up in Manhattan, and appears in the feminist documentary
Miss Representation. Later this month she's performing in
A Memory, a Monologue, a Rant and a Prayer, a benefit in London for the organisations
V-Day and
Women for Women International. The event is based on writings about violence against women, edited by playwright, activist and close friend,
Eve Ensler.

The piece Dawson is performing is radical. Written by Periel Aschenbrand,
In Memory of Imette starts with the narrator being terrified by the murder of a female student near her apartment. She arms herself with weapons including "a big-ass hunting knife," Aschenbrand writes, "with which, if need be, I could slice off someone's testicles". I ask how Dawson feels about performing the monologue, and she says she completely agrees with its central message, that men and women need to talk more about rape. "You know, don't just walk down the street and be like everything's peaches and roses. It's one in three women who are going to be raped, killed, beaten or abused in her lifetime, and that's just real. To not live with that as a reality is really dangerous for women, and it lets a lot of guys off the hook from really paying attention to what's happening to the women around them. Because it's not all the men who are doing it, but not every single guy that boasts in the locker-room about the hot sex he had last night, had it with someone who was conscious."

It's not the first time Dawson has addressed the subject of rape head-on. She produced the
2007 film Descent, written and directed by her friend Talia Lugacy, and starred as Maya, a student who is raped by a classmate. The character goes on to exact revenge, in one of the more extreme scenes in modern, mainstream film-making, but the story is also thoughtful. It shows the slow arc of Maya's brutalisation, and her feelings after striking back, too.

Being a producer on the film provided some useful distance, she says.

"Otherwise I could have disappeared into that character more, you know, and it would have taken me down. It was really depressing … But I thought it was important to show and really talk about revenge, and to put that question into people's minds. People have all these ideas about it, but what it would actually look like is not a triumph. It's actually really degrading and sad." After the film came out, Ensler invited her to sit on the board of V-Day, a movement to end violence against women. "I remember exactly where I was when she asked," she says, "and I was so excited."

Dawson's career has taken her through gritty dramas (He Got Game , broad teen comedies (Josie and the Pussycats , musicals (Rent , very broad adult comedies (Clerks II and children's films (Zookeeper . It includes the comic book fantasy, Sin City – a project that reflects her lifelong love of comics. (In 2006, she co-created her own comic series,
Occult Crimes Taskforce.

She started out playing Ruby in
Larry Clark's 1995 film Kids, aged 15. Written by
Harmony Korine, Kids is a tough, troubling film, opening with a scene of child sex and moving through drugs, theft, extreme violence, racism, rape and brutal conversations about men having sex with disabled women. In its midst, Dawson seemed one of the few mild beacons of hope. Her character was tough, too, laughing and joking about the difference between sex, making love and fucking (she preferred the last , but there was something essentially redemptive about her.

Although she's very different to that character, she understood her circumstances, having grown up on New York's Lower East Side herself.

Her mother was 17 when Dawson was born, and only found out she was pregnant when she was picked for the 1980 Olympic volleyball team and had to take a test. (The US Olympics team
boycotted that year for political reasons, so it didn't affect her participation.

Dawson's biological father was not around, but when her mother was eight months' pregnant she started seeing a man she'd known for years, who went on to adopt her daughter. "I think about that now," says Dawson, "such a young man, marrying a woman with a baby who's not his – that just doesn't happen. He just loved my Mom, and he loved me, and I loved my Dad, you know?"

She's never met her biological father. "I tried looking him up online, and 70-something names showed up, some of them only with addresses, and I thought: I'm not going to do that … Maybe if I have a child, I'll want to know, just for medical history reasons." She was "violently afraid" of becoming a teenage mother herself, aware of how it had limited her mother's options, but the experience of being adopted has made her keen to follow that lead – ideally to adopt an older child, who's otherwise unlikely to find a home.

When she was growing up, Dawson's father worked in construction, and her mother did a variety of jobs – electrician, plumber, typist – but the family faced financial straits. They lived, initially, "in this slumlord apartment, with rats, tilted floors, a bath tub in the kitchen". There was a farmers' market nearby and her mother "used to get food out of the bins. It was fresh food, but technically speaking, she was bin-diving. We still ate and we were eating organic," she gives a wry smile. "But that's a pretty tough thing as a Mom to have to do."

They moved into a squat when she was six and her brother Clay was one. "A place with a huge, gaping hole in the ground and plastic for windows. I saw the stress on my parents. We were the only children in the building for years, because no one else was that crazy. But we had a wonderful childhood because of it. Everybody who moved in had different apartments, and it wasn't until the sewage lines and the electricity went in that everybody disappeared behind their doors. People really needed each other beforehand."

Her mother was always an activist; when Dawson was 10, her mother volunteered at a crisis centre where women who had been "beaten and abused, probably for years, showed up with children and the T-shirt on their back". She would help her mother at
Housing Works, an organisation providing housing for families and homeless people living with HIV/AIDS. "One person had been living like a hermit and didn't have any family, any friends, and died. So here we were cleaning it out, and trying to make it nice and new again, so we could bring in someone else. It was heavy work."

Her parents and other squat residents built a stoop to keep away drug dealers, and it was hanging out there one day that she was discovered by Clark and Korine. "This guy was like, 'You just look so perfect.' And I thought, 'what are you talking about?' Harmony was hopping up and down, he was 19, and Larry can come off a little lasciviously, so I was like, 'Um, Daddy, there are random people here who have asked me to be in a movie.'"

Her father rode her to the audition on the crossbar of his bicycle. "I remember thinking, 'Oh, this looks legitimate.' It was a big office. I had to read, and Larry said, 'Is that your boyfriend outside?' And I was like, 'Ew, that's my Dad! What is wrong with you?'"

The family went on holiday to Texas with the money she made, and ended up living there. Dawson wasn't completely sold on acting then. She'd always loved maths, and started to love biology. But she ended up moving back to Manhattan, and attending the Lee Strasberg Theatre and Film Institute.

Dawson has a mixed heritage – Puerto Rican, Afro-Cuban, Irish and Native American – and says this has been an unexpected asset. "I remember having a conversation with an actress who was blonde and blue-eyed, and she was like, 'You're going to do really well here [Hollywood].' And I was still really struggling, and said, 'O-K.' And she said, 'no, Rosario, there are a million girls who show up in Hollywood every day who look like me. There's not a lot of people who look like you."

Spending time with Dawson is uplifting. Her political discussion flows from Voto Latino, the organisation she co-founded in 2004 to encourage Latino people to vote; her passionate support for
One Billion Rising, Ensler's upcoming march to end violence against women; ecological campaigns; a call for an end to lobbying in Washington. She has been shooting Trance, an art-heist film directed by Danny Boyle, and is rapturously excited to be playing US labour rights activist,
Dolores Huerta, in a film directed by Diego Luna.

And she talks with just as much effusive energy about the women's benefit. "I love this piece," she says, "because it's really in your face, and sometimes you've got to make people a little uncomfortable.

"There are horror movies that are made, but those are fake horrors – there are plenty of real things to be scared about, and to want to do something about. I'm just grateful," she says, like a true comic-book enthusiast, "to be able to use my powers for good, not evil".

A woman 38 weeks pregnant was diagnosed with Listeria monocytogenes infection, and the New Jersey Department of Health and Senior Services is now warning the public not to eat any cheese products produced by El Ranchero del Sur of South River, NJ.

Lab tests confirmed L. monocytogenes in a sample of the company's Los Corrales Queso Fresco Fresh Cheese and Banana Leaf (code date 03/16/12 , according to a NJDHSS news release Thursday. The pregnant woman's Listeria infection was diagnosed March 2 at a New Brunswick hospital.

El Ranchero del Sur, based in South River, NJ, has agreed to recall its products and close its production plant. While the facility is inspected, all products and ingredients have been embargoed, state public health officials said.

According to the news alert, El Ranchero del Sur cheese products are found primarily in Mexican and Latin American grocery stores, restaurants, and other Hispanic food establishments under the name brands El Ranchero, Los Corrales, and Carnes Don Beto. The plant number 34-0013669 is marked on the label. All products are 14 ounces in weight, except for the Queso Hebra Oaxaca String Cheese ball, which is sold in 10 pound packages.

The state health department's Food and Drug Safety Program is requesting that local health departments check to ensure that El Ranchero del Sur products are removed from retail food establishments in their area.

According to the Centers for Disease Control and Prevention (CDC , Listeria infection can be passed to an unborn baby through the placenta, even if the pregnant woman is not showing signs of illness. Listeriosis can cause premature labor and miscarriage and, if passed along to a newborn, may result in sepsis or meningitis and be fatal.

In 1985, in an outbreak of Listeria infection that sickened 142 people who had eaten commercially produced soft cheese mixed with unpasteurized milk, 93 of the victims were pregnant women or their offspring. Twenty fetuses and 10 newborns died in that outbreak.

The CDC advises pregnant women not to eat soft cheeses such as feta, Brie and Camembert, blue-veined cheeses, or Mexican-style cheeses such as queso blanco, queso fresco, and Penela unless they have labels that clearly state they are made from pasteurized milk.

It's hard to know these days which way the proverbial worm is turning when it comes to shifts in drug policy. Election years tend to do that. Despite an historical turn of events in Central America which saw Presidents of drug trafficking nations come together to call for world wide decriminalization of drugs, in an effort to end the violence and corruption of the drug trade, the US continues to demur, absurdly claiming that the "War on Drugs" has been a success. Even stranger is Canada's recent announcement that they plan to follow the US model of a "tough on crime" approach to drug policy, which threatens to swell their correctional system in the same ways as in the US. Still, good news abounds with recent studies showing that LSD can cure alcoholism, psychedelics can cure PTSD, and cannabis smoking is not nearly as harmful as the prohibition governments claim. ~ CS

It's Time To End The War On Drugs

To liberalise or prohibit, that is the question. And to answer it the masters of live debate have joined forces with the masters of web technology to create a never-seen-before combination of Oxford debating and Silicon Valley prowess.

Prohibitionists argue that legalising anything increases its consumption. The world has enough of a problem with legal drugs like alcohol and tobacco, so why add to the problem by legalising cannabis, cocaine and heroin?

The liberalisers say prohibition doesn’t work. By declaring certain drugs illegal we haven’t reduced consumption or solved any problem. Instead we’ve created an epidemic of crime, illness, failed states and money laundering.

America's plague of incarceration

The message is (or should be deeply disturbing. Shouldn't the USA be ashamed at having the world's largest prison system and highest incarceration rate (754 per 100 000 people ? The richest country in the world has so many of its citizens in prison that it can't afford to house them with even basic minimum medical care (more than half of all prisoners have mental health or drug problems . Prison overcrowding itself has become so terrible in California, that in May, 2011, the US Supreme Court affirmed a lower court order that California release some 46 000 prisoners because of the inhuman conditions under which they were being held. In the Court's words, “A prison that deprives prisoners of basic sustenance, including adequate medical care, is incompatible with the concept of human dignity and has no place in a civilised society.”

International Women's Day:  U.S. Must Address Impact of Mass Incarceration on Women.

More women are ending up behind bars than ever. Between 1980 and 1989, the number of women in U.S. prisons tripled. And the number of women in prison has continued to rise since. In the last 10 years, the number of women under jurisdiction of state or federal authorities
increased 21 percent to almost 113,000. During the same time period, the increase in the number of men in prison was 6 percentage points lower, at about 15 percent. The increase in women in the federal population was even larger- over 41 percent from 2000 to 2010.

Most women are incarcerated for nonviolent offenses. Over one-fourth are in prison for a drug offense, while 29.6 percent were convicted of a property crime. Addiction plays a large part in a number of women's property crimes, and a lack of available or appropriate treatment only serves to drive their contact with the justice system.

From Cell to Screen: The Story of Mumia Abu-Jamal -- Part I

Stephen Vittoria is that rare commodity in Hollywood today: a filmmaker with a conscience. To be more precise, a filmmaker with a strong political conscience. After making two feature films,>Black and White& Hollywood Boulevard (1996 , as well as three feature documentaries:Save Your Life -- The Life and Holistic Times of Dr. Richard Schulze (1998 ,;Keeper of the Flame (2005 and the award-winning art house hit One Bright Shining Moment: The Forgotten Summer of George McGovern (2005 , a portrait of the South Dakota senator who tried to unseat Richard Nixon from the White House in 1972.

For his latest exploration into America's socio-political landscape, Vittoria joins forces with radio producer Noelle Hanrahan to bring Long Distance Revolutionary, the story of Mumia Abu-Jamal, to the screen. Born Wesley Cook in Philadelphia, Abu-Jamal made his name as a tireless writer and journalist during the racially-charged 1970s that often portrayed the City of Brotherly Love as anything but. With his intense coverage of the MOVE organization, a black empowerment group whose ongoing battle with the police and city hall came to a fiery end in 1985, Abu-Jamal become a constant thorn in the side of the city's powerful establishment. Things came to a sudden head for Abu-Jamal himself on the evening of December 9, 1981 when he was accused of murdering a Philadelphia police officer. He received a death sentence the following year, and has been on Pennsylvania's death row until early this year, when his death sentence was commuted to a life sentence in December, 2011.

Abu-Jamal's case remains one of the most controversial and heatedly debated in American legal history, with participants on both sides either protesting his innocence in the murder of Officer Daniel Faulkner or his absolute guilt with equal passion and more often, great vehemence.

What’s In a Name? A Lot, When the Name is “Felon”

At a
recent conference of journalists at John Jay College, I raised an issue I have about language in the media:  the frequent use of the word “felon” to describe a person who has been convicted of a crime.

“Felon” is an ugly label that confirms the debased status that accompanies conviction. It identifies a person as belonging to a class outside many protections of the law, someone who can be freely discriminated against, someone who exists at the margins of society.

In short, a “felon” is a legal outlaw and social outcast.

Addiction: Medical Disease or Moral Defect?

Scientific theories that addiction hijacks the brain have just increased the stigma that they were meant to stop. At least in the moralistic bad old days, addicts were still viewed as having free will. Here's an alternative to both of these no-win approaches.

Scientists Explore Hallucinogen Treatments for PTSD, Sex Abuse Victims

Mind-altering compounds, such as LSD and psilocybin, stirred controversy in the 1960s. As the counter-culture’s psychedelic drugs of choice, the widespread use - and abuse - of hallucinogens prompted tougher anti-drug laws.

That also led to a crackdown on clinical studies of the drugs’ complex psychological effects. However, now the U.S. Food and Drug Administration (FDA has begun to approve limited research into the potential benefits of psychedelic drugs.

No one is more aware of the stigma attached to psychedelics than Rick Doblin, director of the Multi-Disciplinary Association for Psychedelic Studies (MAPS , a drug development firm that funds FDA-approved clinical trials to examine the potential therapeutic uses of psychedelics.

End 'destructive' war on pot, panel urges Harper

The Global Commission on Drug Policy says it's "very weird" that Canada is taking a tougher line on marijuana when governments across the globe are reconsidering the war on drugs.

In an open letter Wednesday to Prime Minister Stephen Harper, the Brazil-based commission calls on Canada to stop pursuing the "destructive, expensive and ineffective" prohibition of pot.

Louise Arbour, a former Supreme Court of Canada judge, former Brazilian president Fernando Cardoso, former Swiss president Ruth Dreifuss and Virgin Group founder Richard Branson are among the signatories to the letter that warns Canada is repeating "the same grave mistakes as other countries."

"Building more prisons, tried for decades in the United States under its failed war on drugs, only deepens the drug problem and does not reduce cannabis supply or rates of use," says the letter. "Instead, North American youth now report easier access to cannabis than to alcohol or tobacco."

Marijuana Smokers Breathe Easy Says The University of Alabama

As of January 10, 2012, a new study has been published in the Journal of the American Medical Association exonerating marijuana from the bad reputation of being as harmful to your lungs when smoked as tobacco cigarettes. Researchers at the University of California San Francisco and the University of Alabama at Birmingham completed a twenty-year study between 1986 and 2006 on over 5,000 adults over the age of 21 in four American cities. Study co-author Dr. Stefan Kertesz is a professor of preventive medicine at the University of Alabama at Birmingham. He explained that the studies measured the pulmonary obstruction in individuals with up to seven joint-years of lifetime exposure (one joint per day for seven years or one joint per week for 49 years . "What this study clarifies," Kertesz explains in a released video, "is that the relationship to marijuana and lung function changes depending on how much a person has taken in over the course of a lifetime."

LSD 'helps alcoholics to give up drinking"

A study, presented in the Journal of Psychopharmacology, Helmet, Freesans looked at data from six trials and more than 500 patients. It said there was a "significant beneficial effect" on alcohol abuse, which lasted several months after the drug was taken.

An expert said this was "as good as anything we've got".

LSD is a class A drug in the UK and is one of the most powerful hallucinogens ever identified. It appears to work by blocking a chemical in the brain, serotonin, which controls functions including perception, behaviour, hunger and mood.

Having trouble with drinking? Maybe you should try a dose of Acid. Researchers claim that a single dose of LSD could be helpful in treating alcoholism. A new paper, published in the  Journal of Psychopharmacology , examines six different trials throughout the '60s and '70s, involving a total of 536 patients being treated for alcohol problems. The researchers, from the Norwegian University of Science and Technology's department of neuroscience, discovered that 59% of subjects given a single dose of LSD showed improvements in their alcohol habits in follow-up assessments months later—compared with just 38% of people who didn't take the drug.

Legalization Debate Takes Off in Latin America

Something incredible is happening right now in Latin America.

After decades of being brutalized by the U.S. government's failed prohibitionist drug policies, Latin American leaders, including not just distinguished former presidents but also current presidents, are saying "enough is enough." They're demanding that the range of policy options be expanded to include alternatives that help reduce the crime, violence and corruption in their own countries -- and insisting that decriminalization and legal regulation of currently illicit drug markets be considered.

Is Latin America heading towards drug legalization?

On Saturday February 11, Guatemalan President Otto Perez Molina declared that following discussions with Colombian President Santos, he will present a proposal for the legalization of drugs in Central America at the Summit of the Americas, on April 14-15. Guatemalan Vice-President Roxana Baldetti toured Central America to discuss the proposal with regional leaders and garner support for it, starting with Panama on February 29. Unsurprisingly, the move was greeted by a quick rebuke from the US government who hurriedly dispatched Secretary of Homeland Security Janet Napolitano to the region on February 28, one day ahead of Roxana Baldetti’s own tour. Baldetti still managed to gain the support of Costa Rica and Salvador. The US is now pulling out its heavy artillery, sending to the region VP Biden, a staunch supporter of the War on Drugs.

Honduras Invites Colombia and Mexico to Join Drug Legalization Debate

President Porfirio Lobo yesterday invited Colombian President Juan Manuel Santos and Mexican President Felipe Calderon to a meeting of the presidents of Central American Integration System (SICA on March 24 in Guatemala. The gathering will focus on a recent proposal by Guatemalan President Otto Perez Molina to legalize drugs. On Tuesday, presidents met in Honduras with United States Vice-President Joe Biden to discuss the issue of drug legalization as strategy for combating the growing power of organized crime in Central America and Mexico and the associated violence plaguing the region. Despite Vice-President Biden's reiteration that the US government is adamantly opposed to legalizing drugs, there appears to be enough support for the idea among SICA heads of state to continue the debate and expand it to other nations such as Mexico and Colombia, which have also been affected by transnational narcotrafficking.

Apparently, the possible baggage Brandon Marshall may be bringing with him from Miami doesn't trouble the Chicago Bears -- and may explain why the three-time Pro Bowler was acquired for just two, third-rounders in a Tuesday morning trade. The New York Post first reported that Marshall may have been involved in an incident at a New York City nightclub on Monday that left his own wife in the hospital and another woman with a black eye.

Marshall was at [Chelsea nightclub] Marquee early Sunday when he got into an argument with a group of friends celebrating a birthday, law-enforcement sources said. At around 4 a.m., Christin Myles, 24, left an upper floor of the posh hot spot to greet a friend downstairs.

When she tried to get back upstairs, a bouncer told her she had to wait because there was a fight between two football players — Marshall, 27, and an unknown athlete — who were being thrown out, the sources said. She later met up with her friends, who by then were arguing with Marshall and the other football player outside. Marshall then allegedly cold-cocked Myles in the left eye. She suffered a black eye. It wasn't clear if he allegedly intended to strike her or one of her pals.

Marshall's wife was hit in the head with a bottle, and he took her to a local hospital. Bears general manager Phil Emery released the following statement on Wednesday morning:

"Both the Bears and Dolphins were aware of what occurred over the weekend," Emery said in the statement. "We decided to move forward with the trade. We have high expectations for Brandon as a Bear."

Marshall's attorney, Harvey Steinberg, released this statement:

"On March 12,2012 Brandon Marshall was the key note speaker at a charitable event in New York. After the event was over he, his wife and close friends attended a function at a local club. While at the function a fight broke out NOT involving Mr. Marshall or his friends. While attempting to leave to avoid the melee Mrs. Marshall was struck in the face by a thrown bottle. She suffered serious injury.

"While attempting to leave and take his wife to the hospital, the mayhem continued outside. Finally Mr. Marshall was able to take his wife to the hospital where she was treated for serious injuries. Mr. Marshall is hoping to assist authorities in regards to this matter."

Marshall has a history of run-ins with the law and with officials on his own teams. In 2008, he was suspended by the league for three games (later knocked down to one game for violations of the NFL's personal conduct policy. In 2009, he was suspended indefinitely by the Denver Broncos for insubordination. That lasted through the final two games of the preseason, but he was suspended again at the end of the season and missed the team's final game.

Traded to the Miami Dolphins for two second-round picks on April 14, 2010, Marshall announced in 2011 that he suffers from Borderline Personality Disorder. "I have a dream home, two nice cars, three beautiful dogs, but I haven't enjoyed one part of it," Marshall said when he announced the diagnosis. "And it was hard to understand why." He said that were it not for treatment and therapy, "I would have thrown away my career, and there was a good possibility, my life. I'm still suffering from the cons of this. Another reason I'm so passionate about it is that I may lose my wife still, and this hurts me."

When Marshall was suspended by the NFL in 2008, then-teammate Jay Cutler, who is once again his quarterback with the Bears, had this to say. "Brandon is not a bad guy, at all. He's a good guy, he means well. It's just he's been in some sticky situations, some things he probably shouldn't get into. ... I think it definitely hit home with this. I don't expect Brandon to be in any more situations like that for the rest of his career and probably for the rest of his life."

It's a complicated situation for the Bears, who are still trying to dig out from the severe embarrassment of the Sam Hurd case. The former Dallas Cowboys receiver was signed to a three-year, $5.1 million contract by the Bears last July, but Hurd was putting together quite the little second career together to supplement his income -- he was becoming a Chicago drug kingpin.

The Marshall move -- or any move involving a player with any kind of questionable past -- should set off even more sirens to a team like the Bears, whose former front office had no clue how to check for character concerns. If Marshall is found to be complicit in the New York case, he's certainly facing a serious suspension, since he's been suspended by the league before.

Nestle Purina PetCare Co.'s Waggin' Train and Canyon Creek Ranch jerky treats or tenders, and the Del Monte Corp.'s Milo's Kitchen Home-style Dog Treats were the brand names most often cited by pet owners and veterinarians in complaints to the U.S. Food and Drug Administration about illnesses possibly linked to dog treats made from chicken, according to a  report Tuesday by msnbc.com.
msnbc.com said those brands were implicated in an FDA report obtained through a public records request.
The FDA had declined to identify specific brands, saying repeated tests have shown no definitive link to any brand or manufacturer. Nestle Purina and Del Monte have said their treats are safe. There have been no recalls.
Since pet owners first raised the issue in September 2007, the FDA says it has run numerous chemical and microbial tests on Chinese chicken jerky samples but found nothing conclusive to link the treats to a growing number of problems in dogs, including kidney failure, liver disease and Fanconi syndrome.
In November last year, the FDA issued a warning, saying pet owners should be aware that chicken jerky products from China could be associated with reports of Fanconi-like syndrome in dogs, and to watch for signs of decreased appetite, vomiting, diarrhea, increased water consumption and urination in dogs that had eaten jerky products.
Last week, FDA spokesperson confirmed to Food Safety News that the agency has recently received more than 600 reports from dog owners who say their pets have fallen ill or died after eating jerky treats.
Thousands of pet owners have now organized on the Internet asking the government to force a recall of chicken jerky dog treats manufactured from Chinese chicken.
After receiving pressure from U.S. Sen. Sherrod Brown (D-Ohio and U.S. Rep. Dennis Kucinich (D-Ohio , the FDA agreed to inspect four Chinese facilities along the chicken jerky supply chain and expedite further tests in an effort to discover the cause of the illnesses.

His total compensation fell to $26.8 million in 2011 from $28.7 million a year earlier, the second consecutive annual decline, as the company struggled with recalls of artificial hip implants and over-the-counter drugs, and safety concerns involving vaginal mesh products.

Gorsky, who heads the devices and supply-chain units, beat out Sheri S. McCoy, the leader of the company’s branded-drug units, for the top spot. Gorsky was paid $6.8 million in total compensation in 2011 while McCoy received $8.7 million, according to the company’s filing.

I don't think the New York Knicks are going to trade Carmelo Anthony by Thursday's 3 p.m. ET trade deadline. Mitch Lawrence can suggest mega-deals; angry fans can jam players, salaries and draft picks into trade machines; sports talk radio hosts can rant and rave about running 'Melo out of town on a rail. But I don't see it.

For one thing, Anthony just told the world that he's "sick to his stomach" of hearing that he allegedly wants to be traded, a story first reported by Marc Berman, citing "a confidant" and "a person familiar with ['Melo's] thinking," in Wednesday morning's New York Post. You could certainly read the tweet as a non-denial denial issued for PR purposes that doesn't preclude Anthony's representation from working on an escape plan, but it seems, at least, to indicate that he's not actively forcing his way out of town.

For another, Knicks coach Mike D'Antoni, with whom Anthony was reportedly feuding for control of the New York locker room, just resigned his head-coaching position, according to Yahoo! Sports NBA writer Adrian Wojnarowski. So, problem solved! (More on this in a second, and later today, and probably forever. Obviously.

For a third, any blockbuster move proposed at this stage of the game seems unrealistic from a logistical perspective. You need two things in large quantities when working to convince another general manager to take on $67.2 million worth of sulking 40 percent shooting — time and finesse. The encroaching deadline means the Knicks don't have the former. The last, oh, 13 years of institutional history suggest they don't have the latter.

Still, fans, writers and talking heads will continue to lash out in frustration, because the Knicks are in a tailspin, having won just two of their last 10 games to fall out of the Eastern Conference's top eight. And because everywhere you look, someone "connected to" or "with knowledge of the thinking of" a Knick is talking to a reporter about the team's roiling identity crisis. And because two ready-made suspects, Anthony and the now-former coach, stand right in front of the burning Garden, giving anyone who is looking their choice of arsonists to blame.

At this point, who lit the match matters less to most than punishing someone for how fast the building went up. Me, I'd want the cops to question  the guy in charge of construction, but I guess he's nowhere to be found these days.

No matter the source of the sickness inside the New York locker room, the search for the cure will focus outside — on which Knicks need to go there, on which other teams' players would solve the problems, on what promises of salvation lie in MontanaUtah or parts unknown as the team seeks post-D'Antoni guidance.

When the question involves the Knicks, the answer always has to come from outside. Looking inward would mean taking responsibility for what's gone wrong — personally, professionally, organizationally. And because the Knicks are, as our Fearless Leader wrote on Tuesday, behaving exactly like the New York Knicksthat ain't about to happen.

Starting with the man in the mirror would mean that Anthony would have to realize that grumping his way through offensive possessions not ceded to him by birthright and giving summer-school effort on the defensive end aren't evidence of an organizational conspiracy to keep him out of the spotlight. He doesn't seem particularly interested in that; since late February, his  Twitter account's avatar image has been the iconic April 1968 Esquire cover of Muhammad Ali being impaled by arrows, an evocation of  the martyr St. Sebastian, which accompanied a piece defending Ali against pillory from the public for refusing induction into the U.S. Army on the basis of his religious beliefs.

(Then again, maybe Anthony just likes great art direction. He told CBSSports.com's Ken Berger that he has a blown-up version of that Ali picture in his house and that he isn't feeling persecuted; rather, that he just has feelings. "I'm human, that's all."

It would mean that Jim Dolan, the great and terrible Oz behind the curtain of this mess, would have to acknowledge that bigfooting Donnie Walsh on the 'Melo trade betrayed the blueprint. He'd have to recognize that jettisoning the lone grown-up in the Knicks front office, the man who had fielded a young, deep, flexible New York team that had been playing the exciting brand of ball that everyone envisioned when D'Antoni was hired, was rash and ill-considered.

It would mean that someone — anyone , although it'd be especially neat if it was starting power forward Amar'e Stoudemire — would have to bust his ass for the final two seconds of a possession and get a [EXPLETIVE] offensive rebound.

It would mean that everyone complaining to buddies in the shadows about how they're not getting enough of management's ear, how they're not getting enough of the ball, how they're not getting enough respect and how they're not getting enough love would have to take two seconds out of their day, listen to Don Draper, and just go to work .

In the end, it seems the only one who actually did take that look in the mirror was D'Antoni, and when he saw what was staring back at him — a dead man walking — he made a decision. He stepped away. Had he made more decisions sooner — say, realizing that while his system was successful in Phoenix and in that brief, shining moment of Linsanity, adjusting to suit his most talented player's skill set was painful but likely necessary — we may not have arrived here, or at least not have arrived here with this level of acrimony. Alas.

It'd be really nice if all the other players involved in this badly acted drama had that staredown with the mirror, too. As a Knicks fan, I sure wish that's what would happen next. As I read and re-read all the reports this morning, though, all I could think of was something my father, a 33-year grinder with the New York Police Department, used to say: "Wish in one hand and s*** in the other, Daniel, and see which one fills up first." Everybody involved with the New York Knicks organization sure seems to have a handful right about now.

The beauty part is, D'Antoni's resignation isn't the end of this by a long shot. Maybe the issue wasn't D'Antoni at all; maybe the New York Times' Howard Beck is right and 'Melo is the one who's lost the team. Maybe everyone who reported cancerous whispers was right and, at this point, Manhattan is officially an island of misfit toys with no hope, no pride, no present and no future.

If that's the case, then Charlie Zegers is probably right — the best thing this team can hope for is another skin-of-its-teeth playoff berth, another fast and merciless first-round exit, and another round of calls for a new savior, a new drug, a new distraction. That's become the ceiling for these New York Knicks. It's the best you can expect with an organizational culture that believes today's too late and nothing's ever good enough. That's the funny thing about perpetually sailing toward horizons. You never actually reach them, because they don't actually exist.
